Preamble
We, the members of the board, coaches and parents of the Eastlake Soccer Association have established this Association for the children of the City of Eastlake. The main purpose of this Association is to instruct the children in soccer skills, and more importantly, to instill in them good sportsmanship,
and the importance of friendly competition. We pledge to do this by our instruction and example in all that we do in conjunction with participation in the Eastlake Soccer Association.
We, as members of this board, coaches and parents, do affirm that this Association is for the children and not for our own purposes.
ARTICLE I – Name/Headquarters
This organization shall be referred to as the EASTLAKE SOCCER ASSOCIATION, INC. For the purpose of this constitution, the City of Eastlake is understood to encompass Eastlake, Timberlake and Lakeline. We are an affiliated group of Ohio Youth Soccer Association – North (OYSAN) & US Amateur Soccer
Headquarters of the Association is located at the Eastlake City Hall. The Association shall maintain a permanent address (PO Box).
This organization is under the direct supervision of the City of Eastlake, more specifically the Eastlake Recreation Department, and all actions are in accordance with the policies set forth by the City.
No part of the moneys of the Association shall be used to the benefit of any private member or individual, nor shall the Association perform particular services for individual members thereof.
In the event of the dissolution of the Association, whether voluntary or involuntary, all of its remaining assets shall be transferred to the Recreation Department of the City of Eastlake.
ARTICLE II – Meetings
Association business meetings are to be held monthly with the date and time to be agreed upon. Specifically the date shall be the second Monday of each month and the time shall be 8:00 P.M. The executive board shall reserve the right to change the time venue of any meetings.
All business meetings will be conducted according to Roberts’ Rules of Parliamentary Procedures.
The Association shall hold an annual business meeting in the first quarter of the calendar year for the purpose of electing officers. Specifically the month shall be March, with nominations opening in January.
Any additional meetings will be scheduled by Executive Association Officers.
All business meetings shall include: a review of the minutes from the last month’s meeting, Treasurer’s Report, Old Business and New Business, and an open session for questions and comments.
Business meetings shall be open to the public.
The following ESA members are eligible to vote:
- Each Member of the Executive Board
- Each appointed Member of the Executive Board
- Each Head Coach shall have one vote as long as they have attended 1/3 of the Business meetings in the previous 1 year or the previous two meetings
- Each Assistant Coach shall have one vote as long as they have attended 1/3 of the Business meetings in the previous 1 year or the previous two meetings
- Each Parent of an ESA Player shall have one vote as long as they have attended 1/3 of the Business meetings in the previous 1 year or the previous two meetings
No individual shall be allowed to cast more than one vote regardless of the number of positions they hold as a member of ESA
ARTICLE III – Executive Board
The Executive Board of the Association shall be:
- President
- Vice president
- Treasurer
- Registrar
- Scheduler
- Secretary
- The purpose of the Executive Board is to supervise all the business and activities of the Association within the limitations of this constitution, the by-laws, FIFA, and any Association specific rules put in place. All Association rules shall be published & available for review.
- The duties of each board member (generally) are as follows:
- President – Oversees all Association functions and officers, conducts all Association meetings, assures the constitution and the by-laws are being implemented, acts as an interface between the Association and the City officials.
- Vice President – Oversees coaches, field maintenance, player uniforms, equipment, fills in for the President when absent.
- Treasurer – Maintains all recreational & travel League funds, provides a detailed and accurate report of all Association funds.
- Registrar – Oversees all player registration and the draft, maintains accurate and up-to-date travel & recreational League roster.
- Scheduler – Generates recreational League play schedules, oversees and hires all referees for recreational play, maintains accurate and up-to-date League standings.
- Secretary – Maintains and distributes minutes of all Association business meetings, distribution of all Association information through flyers, newsletter, etc..
ARTICLE IV – Constitution and By-law Amendments
The Constitution or By-laws may be amended only when a proposed amendment is submitted in writing to the Executive Board for review. After the Executive Board has reviewed the proposed amendment, it shall be presented at the following business meeting. After the proposed amendment is presented and discussed, a vote will be taken to see whether or not further consideration for the proposed amendment is needed. This will require a 51% vote or better for continuation. At this point the proposed amendment will be tabled until the next business meeting. After the proposed amendment is presented and discussed for the second time, a vote will be taken to see whether or not further consideration for the proposed amendment is needed. This will require a 51% vote or better for consideration. Again at this point the proposed amendment will be tabled until the next business meeting. After the proposed amendment is presented and discussed for the third time, a vote will be taken to see whether or the proposed amendment becomes implemented. This will require a 66.7% vote or better to become an amendment. If the proposed amendment is passed it will be implemented immediately. If the proposed amendment fails at any time, there will be no further discussion until the proposed amendment is resubmitted, in writing, to the Executive Board.
ARTICLE V – Seasonal League Rule Amendments
The Seasonal League Rules may be amended only when a proposed amendment is submitted in writing to the Executive Board for review. After the Executive Board has reviewed the proposed amendment, it shall be presented at the following business meeting. After the proposed amendment is presented and discussed, a vote will be taken to see whether or not further consideration for the proposed amendment is needed. This will require a 51% vote or better for continuation. At this point the proposed amendment will be tabled until the next business meeting. After the proposed amendment is presented and discussed for the second time, a vote will be taken to see whether or not further consideration for the proposed amendment is needed. This will require a 66.7% vote or better to become an amendment. If the proposed amendment is passed it will be implemented immediately, If the proposed amendment fails at any time, there will be no further discussion until the proposed amendment is resubmitted, in writing, to the Executive Board.
The Executive Board will submit new Seasonal League Rules two (2) business meetings before the start of the upcoming season. The new Seasonal League Rules must be approved using the Seasonal Rule Amendment Law. The following Seasonal League Amendment Rules will be set by the Executive Board and do not have to be amended each year

Number of players on each team
Number of players on the field per team
Number of players per team per age in each division
These can not be set until after registration, and they must be set in place before the draft.
ARTICLE VIII – Representing the Association
Anyone representing or wishing to represent the Eastlake Soccer Association, Inc. written or orally, must be pre-approved to do so by the Executive Board. All written representation must be reviewed by at least two (2) Executive Board members (the originator is excluded).
