Article I – Registration

  1. Boys and girls residing in Eastlake, Timberlake and Lakeline, as well as any surrounding communities without soccer programs are eligible to play in the Eastlake Soccer Association. Any child wishing to may participate in the Eastlake Soccer Association. The Association will not solicit "non-resident" players, but will allow them to play.
  2. Birth certificates are required at the time of registration for new players to the Association.
  3. Children must be five (5) years old on or before July 31st but not fifteen (15) on or before July 31st to play in Division U-7 to U-15. Children must be three (3) years old on or before July 31st but not five (5) on or before July 31st to play in the Little Paws Division. Children will be placed in groups according to their age on July 31st.
  4. The Executive Board cannot grant special requests. Players must play in their age group. Only the following requests can be granted:
    1. Siblings playing on the same team, providing they fall into the same age group.
    2. A player can be moved up from one age group to play with a sibling providing that their birthday falls within one (1) year of the cut-off date for that age group, and there is room for them in that division.
    3. A child who does not meet this requirement but whose grade peers are moved to the next division up may move up with them.
    4. Players can only be moved down age groups for physically or mentally challenged as long as this move would not cause any danger for the younger age players.
  1. Players must state on their registration form if they wish to return to the same team (providing they still fall into the proper age group), or go into the open draft.
  2. The Executive Board prior to registration will set registration fees. Families under extreme hardship may be eligible for a registration fee discount, special payment plans, or waiver of registration fees with approval by the Executive Board. All fees must be paid in full at time of registration, unless a special payment plan was approved.
  3. Children of Executive Board members shall play at no cost. This applies to the Recreational fees only.
  4. A player who withdraws from ESL soccer may not sign up again for that entire season.

 

Late Registration – Registration After the Draft

  1. Players that register after the draft shall not return to last year’s team for any reason. Special requests of any kind cannot be granted. Players that register after the draft will be put on a waiting list. The player can only be placed on a team if there is an opening on a team, or a player quits and creates an opening. Players will not be placed on teams after the date that is 3 weeks before the final season game."
  2. We will replace players as a boy for a boy and a girl for a girl, as long as both are on the list. However, a boy will replace a girl if no girls are on the waiting list. Same a girl will replace a boy if no boys are on the waiting list. No one on the list will be passed over more than two (2) times before being placed.
  3. The registrar will control dispersing to players from the waiting list, and the Executive Board shall be notified of all placements.
  4. If a player consistently fails to show up for practices and games, his coach has the option to notify the Board. The Board will contact the player’s parents, and if the situation is not remedied, will remove the player from the Association. Any player thus removed may not sign up again for that entire season.

 

Special Travel Registration Rules

TRAVEL BY-LAWS

  1. Cut –off for age groups will be based upon Travel. rules.
  2. Players must "Try out," and be chosen for the team prior to registration.
  3. A player can be moved up one age group to play with a sibling providing that there is room for them in that division. Players can not be moved down age groups for any reason.
  4. When there are openings on an travel. team, players that are currently members of the Eastlake Soccer Association must be chosen first to fill the opening, providing they display "reasonable" soccer skills. If there are still openings after all Association members have been picked, outside players may be picked up.
  5. The Eastlake Soccer Association travel program has a season long "not cut" policy. Once a player has been chosen to participate on an Eastlake travel team, he or she has a spot on that team for the duration of the entire season. The only exception to this policy is a behavioral problem. The Executive Board must be consulted prior to a player being cut for this reason.
  6. Registration fees must be paid by September 1st and there will not be discounts for families with multiple children participating.

 

ARTICLE II- Draft

Pre-Draft Preparation

  1. Player Identification

Each year, the coaches should identify and rate their "better" players All coaches by division would meet and identify the pool of "better" players. Any disagreements over play ratings would be settled by a majority vote of the coaches. Travel players are not automatically rated as "better."

  1. The registrar will divide all players into groups consisting of the following categories:
  2. Better players
  3. Experienced and non-experienced
  4. Male and Female
  5. Age (using the Association cut-off-date)
  1. Coach’s and assistant coach’s child(ren) will be placed on the new team roster. The registrar must be notified as to whom the assistant coach is prior to seventy-two (72) hours before the draft. A new coach or assistant coach cannot be declared if the previous coach’s child remains on the team.
  2. Players returning to the teams will be added to the end before the coach’s child(ren) of the new team roster.
  3. The Executive Board will determine what the age groups (divisions) will be, how many teams per age group, and how many players per team and how many per each individual age.
  4. The Executive Board will determine how many players from each of the categories (By-laws Article II-1) should be on each team. The open spots on each new team rosters will be filled with a category, not a play’s name, needed to even the teams out (i.e. Better, Age, Gender, and Experience).
  5. The draft order will be set using the following method:
  1. Expansion team picks first.
  2. Last place team or teams (if there is a tie).
  3. Second to last place team or teams (if there is a tie).
  4. Third to last place, etc. so that last year’s first place team drafts last..

Draft Procedures

  1. The "better" players are drafted face up in the order determined prior to the draft. If a team has returning "better" players, that team skips a round(s) in the draft until all teams have an equal number of "better" players. More than one spot can be filled due to siblings, but the sibling counts as a "better" player if on the "better" player list or as a blind draft if not on the "better" player list.
  2. After the "better" players are drafted, the draft continues as a "blind" draft as a continuation of the order determined. One pick per round unless siblings are involved. If a team has returning players, the team skips a round(s) in the draft until all teams have an equal number of players. Each coach blind drafts (forms face down but still separated into their categories) from the category needed to fill their open spots on their team roster, starting with the first open spot and drafting until all spots are filled.
  3. Before any coach may look at their pick form, the form must be shown to the person running the draft to assure there is not a conflict with the By-laws (Article I, Sections 4 & 5).
  4. If a team roster is full, that team has no draft picks.

 

ARTICLE III – Coaches and Assistant Coaches
Declaration of Teams

  1. At the first meeting of Declaration Month, all coaches and perspective coaches shall declare their intention for a team for the upcoming season. The possibility exists that there might not be enough teams for the number of coaches desiring one, therefore, teams shall be awarded to coaches based on the following criteria:
    1. Returning head coaches to the same division take priority when they declare their team returning.
    2. After the returning coaches declare their respective teams, the remaining teams will be awarded accordingly:
    1. Seniority (see the section pertaining to Coaches Seniority).
    2. Current Executive Board member.
    3. Previous Executive Board member.
    4. Name picked from hat by unaffected party.
  1. If a coach is not present at the meeting but still wants to declare a team, they must contact the Registrar prior to the next scheduled Association meeting to declare their intention. If by this meeting the coach has not notified the Registrar, the coach is placed on a first come, first served waiting list.

 

Declaration of Uniforms and Colors

Priority to select within any division is based solely on Coaches Seniority.

Coaches Seniority

  1. A point method shall determine how much seniority a coach has and will be based upon the following criteria:
  1. Licensing – one (1)point per license grade in ascending scale from G to A license to a maximum of 7 points. (These points will not be awarded more than once for each level)
  2. Head Coach – one (1) point (maximum one (1) point per year)
  3. Assistant Coach – one half (½) point (maximum one half (½) point per year)

Coaches may accrue points for one coaching position only.

  1. If a current Head Coach tries to declare a team but none was awarded due to a lack of teams, the coach may choose to serve in an assistant role capacity and receive full credit for that as though he or she was the Head Coach. No penalty to that coach concerning seniority shall be rendered.

Selection of Coaches

  1. The Executive Board will fill vacant coaches positions after reviewing all applications and will make the selection that will most benefit the Association. All coaches and Assistant Coaches will sign and abide by the current season’s coaches’ code of ethics and Kidsafe and follow the state law requirements for working with children which may include background check and fingerprinting.
  2. Coaches responsibilities are:
  1. To promote good sportsmanship.
  2. To devote the time that is required to manage a soccer team.
  3. To be informed of, and abide by all Association rules as set forth by the Constitution, By-laws, FIFA and any Association specific rules.
  4. To be informed of all Association functions and activities.
  5. To instruct and direct children in the basic fundamentals of playing soccer
  6. To attend (or send a representative to) Association business meetings eighty percent (80%) of the time.
  7. To keep children and their parents informed of all Association rules, functions and activities.

Selection of Assistant Coaches

  1. A Coach may select an assistant prior to registration, prior to the draft, or after the draft. A coach may not name an assistant coach during the draft.
  2. A coach may have as many assistant coaches as they want, but the Association recognizes only one.
  3. If the Head Coach from the previous year remains the same but the Assistant Coach has quit as coach, the Head Coach may name a new Assistant Coach prior to the draft providing the previous Assistant Coach’s child is not remaining on the team. If the previous Assistant Coach’s child is still on the team, no assistant can be named until after the draft.
  4. If the previous season’s Head Coach quits and the previous Assistant Coach becomes the new Head Coach, the new Head Coach may name an Assistant Coach prior to the draft providing that the previous Head Coach’s child does not remain on the team. If the previous Head Coach’s child is still on the team, no Assistant Coach can be named until after the draft
  5. Assistant Coaches’ responsibilities are:
  1. To promote good sportsmanship.
  2. To devote the time that is required to manage a soccer team.
  3. To be informed of, and abide by all Association rules as set forth by the Constitution, By-laws, FIFA and any Association specific rules.
  4. To be informed of all Association functions and activities.
  5. To instruct and direct children in the basic fundamentals of playing soccer
  6. To attend Association business meetings when the head Coach can not attend. Assistant Coaches are encouraged to attend all business meetings.
  7. To keep children and their parents informed of all Association rules, functions and activities.

ARTICLE IV – Protests

  1. Only rule violations may be protested. Referee judgement calls are not rule violations.
  2. The Head Coach or the acting coach of the protesting team shall immediately notify the referee that the game is being continued under protested.
  3. All protests must be submitted in writing to a member of the Executive Board within seventy-two (72) hours of the end of the protested game.
  4. The Executive Board and the Division Representative will meet to determine if the protest is valid. If a member of the Executive Board or the Division Representative is a coach of either team involved in the protest, she or he will abstain from ruling on the protest.
  5. If the Executive Board rules that the protest is valid, the coach of the opposing team will be notified immediately that a valid protest has been submitted, and must submit a written rebuttal to the Executive Board within seventy-two (72) hours.
  6. The Executive Board will review all written documents concerning the protest and present its judgement to the affected teams.
  7. All judgements made by the Executive Board will be final.

ARTICLE V – Referees

  1. The referee’s jurisdiction begins from when she or he enters the field of play and ends whenever a winner, or the game, has been decided and all participants have left the field of play.
  2. Once the referee and one coach from each team sign the game’s Score Card, the results that appear on that card are final.
  3. A referee shall not officiate over a game in which an immediate family member of her or his family is participating without the agreement of both coaches prior to the start of the game.
  4. If at the scheduled start time of a game a referee is not present, the coaches must start the game with each coach refereeing half of the game. If an alternative referee is found, both coaches must agree on that person.

ARTICLE VI – Laws of the Game

  1. Official FIFA rules will be adhered to unless specifically designated in the following laws, or in the Eastlake Soccer Association’s Seasonal League Rules.
  2. The Executive Board prior to the draft will decide the number of players per team.
  3. The Executive Board prior to the draft will set the maximum number of players on the field per team.
  4. Each team shall play with the same number of players on the field. This rule does not apply to travel teams.
  5. A game shall not be started with less than the minimum number of players as set in the Eastlake Soccer Association’s Seasonal League Rules. A team shall forfeit a scheduled game if they do not have the minimum number of players required to play within five (5) minutes after the referee has indicated play should start.
  6. Regulation game time will be set by the Eastlake Soccer Association’s Seasonal League Rules.
  7. All players will play at least half the game. This rule does not apply to travel teams.
  8. All players must wear full uniform (uniform provided by the Eastlake Soccer Association). Additional clothing may be worn under the uniform.
  9. Shin guards must be worn at all times.
  10. Only tennis shoes or shoes with rubber molded cleats are approved for use.
  11. A player may play on only 1 team in the Recreational League. A player may be eligible to play on more than one travel team per travel Bylaws.
  12. All teams shall be prepared to play scheduled games at their designated times unless otherwise notified by the referee or a Association official.
  13. If a game is ended in the first half due to threatening weather, the game will be rescheduled. If a game is ended in the second half due to threatening weather, the results of the game at that time will be final, except for a game that would be determined the first place team at the end of the season, and the final round robin game. These games must be played to the finish.
  14. Makeup games will be rescheduled by the Association Scheduler and must be played at the designated time and place.
  15. Round robin games and games that would determine the first place team at the end of the season, will follow FIFA rules except games that are tied at the end of regulation play. The following laws will apply.
    1. One fifteen (15) minute sudden death overtime period will by played. The first team to score during this period will be declared the winner.
    2. If the tie still exists at the end of the sudden death period, each coach will select five (5) players (the goalkeeper being an eligible kicker) to participate in penalty competition. Once the goalkeeper is chosen, she or he must remain goalkeeper throughout the competition. The teams will alternate kickers, kicking on the same goal, which will be determined by the referee. A coin toss will determine who kicks first. The team scoring the greater number of goals will be declared the winner.
    3. If a tie still exists, repeat the kicking competition with five (5) new players until a winner is decided. All team players must be kickers before a previous kicker can kick again.
  1. Round Robin format – Teams are seeded according to the total number of points earned in the seasonal play. Two brackets are established placing team one (1) versus team four (4) and team seven (7) version team eight (8) in the top bracket and team two (2) versus team six (6) and team three (3) versus team five (5) in the lower bracket. Note the following exceptions:
    1. The first place team in the division will not play in Round Robin.
    2. If there is a large division, the board has the option to split the division to have two sets of Round Robin playoffs.
  1. Final Scores will be recorded on the Score Card and turned into the concession stand by the referee. In the event of a lost card, the Association Scheduler will determine the actual score and wining team using any reasonable means available.
  2. The following applies to corner flags:
    1. It is the responsibility of the home team of the first game of the day to pick up the flags from the designated place and put them on the field.
    2. It is the responsibility of the home team of the final game of the day to take down the flags and return them to the designated place.
    3. Failure to comply with laws A and B of this section will result in a red card to the coach involved. First time will be a one game suspension. Second time is a two game suspension. Third time, the Executive Board will investigate the coach.
    4. If flags are not available, it is the responsibility of the home team to provide four (4) cones to be used as corner flags.
  1. Some of these laws may not apply to travel. Some or all of these laws may not apply to tournaments.
